A personal approach.
I’m Jeremy Clarke, an independent Regulation 44 visitor and safeguarding professional with more than 30 years’ experience working with children and young people.
My experience spans residential childcare, secure accommodation, policing, safeguarding leadership, quality assurance and multi-agency work. It allows me to bring an external perspective while understanding the realities of running a children’s home.

Understanding care

I have held senior operational and strategic positions within secure accommodation, supported the development of community-based children’s homes, and led safeguarding, early-intervention and assurance work within policing.
Since December 2023, I have completed independent monthly Regulation 44 visits and written reports for children’s home providers.
